Software built around your business

Custom software created for your legislation and your processes, bought as a running service at a published price per unit

A product with one customer

Software as a service is convenient because somebody else keeps it running and you pay per unit. Bespoke software fits because it was made for you. A Sovereign SaaS of One is both.

Your legislation, your processes, your users. We create the system, we keep it available, secure and current, and you buy it the way you buy software as a service.

Sovereign, because it stays yours. Your code and your data in your repository and your tenancy, built and run onshore, with a named engineer accountable for every component that reaches your network.

Why this is now economic

Your own statute has exactly one buyer, so no product fits it. The choice has been to bend your business to the software, or to pay to bend a platform to your statute.

  • No product fits one statute

Where thousands of near-identical buyers exist, an efficient product market exists and buying is the right answer. Your legislation is not one of those markets.

  • The expensive middle is customisation

Measured per unit of delivered functionality rather than per day of effort, configuring a commercial platform runs several times the cost of building for purpose, matched on security, scale and integration load.

  • Creating now beats configuring

The cost of bending a generic platform into a particular Act has not moved. The cost of creating software has.

How we build it

Two things this makes possible

  • Your legacy backlog becomes affordable

You hold systems everyone agrees should be replaced and nobody can fund, because replacement keeps being priced using the production method that made them expensive in the first place. Priced at what creation costs now, a replacement can often be funded largely from what you already spend keeping the old system alive.

  • Your long tail becomes worth digitising

Every organisation runs processes that never justified a system of their own: statutory obligations handled in spreadsheets, inboxes and paper, each too small to survive a business case at the old cost per unit. They are where the compliance risk and the manual effort concentrate, and they are the natural place to start.

One operating model, four lenses

Engage at any point in a system’s life. The artefacts one lens produces are the ones the next consumes, so the economics, the evidence and the exit are the same wherever you start.

  • Design

A traceable design model, a working prototype, and a size and cost backed by evidence. Metered on AI usage, starting on a free tier.

  • Build

A new system, created, tested, assessed and deployed. Priced per COSMIC function point.

  • Migrate

An existing system re-established on a new platform, data continuity priced separately. Priced per component moved.

  • Run

Availability, threat monitoring, resilience, patching and enhancement. Priced per production component per month.

Taking the Design role may exclude us from bidding to deliver the same system. That is the correct probity outcome, and we would rather say so up front than shade the advice.

Two ways to contract, one unit of measure

  • Buy the outcome

You buy delivered function points. We take the whole job, from your requirements to a running system, and bill for functionality delivered rather than hours consumed. The delivery risk sits with the party that controls it.

  • Build it together

A blended team of your engineers and ours works on the same canon under the same review standard, contracted as a skilled team on demand. Your engineers take on more of the delivery as the engagement runs, and the capability stays after we leave.

Both are sized the same way, so both can be held to the same number. Agencies move between them, and nothing about the method or the artefacts changes when the contract does.

What it costs

Two units, published as guide rates. They are the starting point for a conversation about a particular system, not a quotation for one.

Create $5,000 per COSMIC function point

$8,000 at PROTECTED. The unclassified rate assumes Essential Eight compliance.

Run $1,500 per production component, per month

$2,500 at PROTECTED. Includes two non-production environments.

A COSMIC function point is a unit of delivered functionality counted to an international standard, so the quantity you are billed for can be checked independently. The rate holds before and after award: function points found later in the work cost the same as those identified during scoping, which removes the largest single source of dispute in fixed-price software contracts.

Cloud consumption and third-party licences at cost. Design and sizing start on a free tier and then meter on AI usage. Migration quoted per component moved.
